Not Vietnam’s decree
Vietnam NĐ 17 prices many venues by area × urban coefficient × base salary. Indonesia prices cafés by seats and pubs by floor area under a ministerial tariff decision — different statute, different units, different payee (LMKN, not VCPMC+RIAV).
Who must pay
Operators of commercial public services that play songs/music: restaurants, cafés, pubs, bars, hotels, karaoke, malls, transport, events, and other classes listed in PP 56/2021. Personal Spotify at home is not the same as shop speakers.
One door — verify class
Pay LMKN. Pick the correct tariff class (kafe vs pub vs disco). Wrong class = wrong number. SME relief, if any, is on official channels only — do not invent discounts.
